Certain countries in the Middle East will not let you use the internet to make calls or, at the very least, will make it very hard for you. In such cases, you might try special services like a proxy or VPN, which some companies offer precisely to overcome such difficulties. Then again, if the country you are trying to reach has banned internet calls, you are out of luck: nothing will work.
